Memorandum of understanding signed with Venezuela’s national oil company PDVSA

The 18th meeting of the High Level Intergovernmental Russian-Venezuelan Commission was held in the city of Caracas on 7 November.

The event discussed the development of key areas of cooperation between the two countries for the period up to 2030, cooperation in science and technology.

At the meeting, which was headed by the President of the Bolivarian Republic of Venezuela Nicolás Maduro and Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko. Vice-Rector for International Affairs of KFU Timirkhan Alishev and President of Petróleos de Venezuela Héctor Andrés Obregón Pérez signed the memorandum of understanding.

The document covers a wide range of cooperation formats, including, among other things:

  • Advanced training and retraining in geology, geophysics, drilling, geological modeling, metrology, hydrogeology, geodesy, enhanced oil recovery, etc.;
  • Exploration and consulting services in heavy oil, in-situ refining and other specialized fields;
  • Bachelor, master and PhD programs for Venezuelan nationals;
  • Joint work on modernization and enrichment of academic content and programs.

At the signing ceremony, President Maduro spoke warmly about his impressions of the capital of Tatarstan, Kazan, during the BRICS summit this past October. He noted that Kazan is a historical and very hospitable city with a wonderful infrastructure, a center of science and education.

The itinerary of the intergovernmental commission meeting continued with a visit to the Russian-Venezuelan pharmaceutical production facilities and the Russian Language Training Center.

In other news, a memorandum was signed on the launch of a project to open an assembly production of special automotive equipment and buses on KAMAZ chassis in Venezuela.
